Being an illustrator, I am guessing you don't just know your way around Photoshop but are adept at graphics.
As you rightly said, don't undertake any time consuming work though until you have gained permission.

Extra Information:
If permission is given to make a version of the map, a map maker (Staff Cartographer or another volunteer (such as you)) will be making the map by hand, which although based on another map, will be unique and will have "creative rights" (something you'll no doubt be completely familiar with).
Because the map would have to be made here at D12 in order to become suitable as a D12 game-map, the creator of the map would be bound to read and agree to D12's terms in the DXII Guide to Map Making before continuing, which by consent, allows D12 to have full access to the completed game-map for as long as required.

Do something along the lines of Alexander the Great or Persian Empire. This map is a good place to start, should give a good number of territories, around 50-60 I think. Plus it should have a good historical/plan a battle theme to it. And it's a region of the world that the site doesn't really have atm.

I'd also like to see if any of the graphics people would be willing to finish it off. I don't care about credit or anything, but I would like to know that if I start it, somebody can finish it to the standards the site requires.

The shame about the shape of the map is that without Libya, Egypt, Ethiopia & Arabia the Mini Map would have somewhere nice to sit, but they are part of the theme and it's not that much of a hindrance.
The rivers in the east are mostly on country borders, perfect for game-play choices.
The borders are already set to the ancient countries, nice and easy to reproduce with accuracy.
The scale of the map is nice and large, showing countries / ancient countries (not cities), so there's no dispute in which to use.
The labels would no doubt be required to be kept authentic, so inputting would require special characters.
What's going on with India, it is just showing part of Pakistan as India? Was this the first recognition of India?
When reduced in size to 1024, some small countries may become too small and perhaps need merging.

Pakistan wasn't separated from India until the 1940's. Basically separated along religious lines. Muslims went to Pakistan, Hindus and Sikhs went to India.

Back when Alexander crossed the Indus, it was all 'India'.

I'm not sure where the mini-map would fit, and like you said, the size/shape is a bit concerning for making everything fit easily. What would be the widest map the site could tolerate in terms of pixels?

For normal maps, the max width is 1024 pixels. However, there is something as HD maps. Currently we have 1 of them: the Europe 1814 map, which is in HD format: 1366x1000px.

However, these maps are not very popular (Glanru made his first remake of the eld world map HD format as well, but cut it back to 1024 px width later again).
The point is that most laptop screens are 1366px wide, which means that with some extra borders around browsers, OS and this website the map doesn't fit on one screen, so they have to scroll sideways (as well as downward), which is plain annoying.

And then of course, there is for every map a small version, which in the HD case, is 1024 px wide. So the small version of the widest map this site could tolerate is 1024 px indeed.
But again, I advice to make the normal version 1024 px.



There might fit a minimap between Arabia and Persis.

I really think width is going to be a problem, and nobody likes to scroll sideways (where's the sideways mouse wheel?). There's just not much fat to trim on the lateral edges.
