as moderator, i could decide and do not need a consensus, but, i would like to get your feel for it. he could spend them now but not be allowed to use them until next phase since some of you have already submitted your ability use request for this phase and some of those decisions were influenced by his absence. feel free to comment and to change your request before the deadline.
