What ever Angel Rojas you are the police chief during the time of the Batman's first appearances in Gotham City. For Chief Rojas, The Batman is nothing less than a black eye to his police force. Believing there is no room for vigilante justice in Gotham.

When the Joker escapes from Arkham for a third time, Rojas puts his foot down and institutes a new policy in Gotham: no freaks allowed. With this policy, Rojas groups all of the costumed menaces in the city, even The Batman, together and tells his men to bring in every one of them.
Rojas suspended one of his former top detectives, Ethan Bennett, for saying his thoughts on The Batman are wrong. Though Rojas thought little of it, when Bennett was transformed into Clayface, coming after Rojas was his first thought in his newly warped mind, thanks to the Joker; despite valiant attempts by Clayface, Rojas was protected by Yin and The Batman.
He later fired Ellen Yin as well, but the new Commissioner Gordon had her reinstated despite her partnership with The Batman. Afterward Rojas was either fired by Gordon or quit as he doesn't return again.
