Honestly I don't know... You could really structure the region however you wanted. I'd probably include all the US counties already shown, although I'd probably group them differently into territories, and throw in the counties for southern Ontario as well, but Northern Ontario only has like 5 counties, so I'd use something like the ones on this map to break it up.
But I think it'd be possible to do the whole surrounding region as well, not just limit it to the counties/regions closest to the lakes, like this map. So it'd be Minnesota, Wisconsin, Indiana, Illinois, Michigan, Ohio, Pennsylvania, New York, and then Ontario. I think that would be kind of fun too.
I just thought that playing around the lakes would make it a bit more interesting, since the center of the map is void.
I'd like to know other peoples thoughts/ideas about it though.
