It actually looks quite good like this, being that it looks like water from the ink absorption, however, I intended you to use it only for complete regions and separate islands, you have used it for territories as well, which makes it look like the dividing lines and borders are spreading. Also effect colours go be richer.

There are a couple of anomalies with borders in the Aurora territory (white pixel (NW) and a damaged line (S)) and Batangas territory (white pixel beneath circle).

What about adding "Circa 1900" to the title area?
Just a thought that might date stamp the map.

I am quite unsure about if the font fits the 1900s theme we seem to be going after.

I agree with Spy, the font is one of the more modern examples I posted, I should have left it out really.

Region colours are better, they now make the map look like it would have in 1900-1901. Yes you will need to get rid of the effect along territory lines, they spoil it. You have the fade / dissolve just right.

The region colors look too washed out. Calabarzon especially looks very transparent. There's nearly no difference between the Bangsamoro pink and the background lol

The borders on Mindanao look different, more glow-y than any of the others, even on the mini-map. I'm not sure if that's just the colors setting each other off or not. I'd darken the borders as a whole, just a smidge.

If you can I'd extend the 15 degree line past Luzon.

You see the effect that is achieved with an inner glow effect on only the regions or islands, it makes territories look like different colour tones.
Smaller islands appear darker, territories where no effect has touched it appear bright etc.

As a game map it has a real old & quaint looking colour tone.
The map itself also looks like you uploaded one from the archives.
Of course we can't use all the usual things on maps like names for every little river & town, but imagine the map with those taken off and the land completely colour filled and this is it.

One region that stands out as the weakest link is MINDANAO, it has a grey effect and would be better as a dark blue or turquoise.

I like the font, but also think more on the font in case others don't, here are some 1900 maps to give you ideas, look around the maps and pick up on levels of importance.
