His comment looks like he is trying to double bluff the doctor by saying that if the inspector came out then the doctor should protect the inspector but the mafia wouldn't aim for the obvious protected person and so the doctor should protect someone else to make it useful and then the mafia would have a clear shot at inspector. However I'm grasping at straws but if your inspector please go get him. If your the doctor you can't be allowed to be foxed by the mafia, you are the most important villager and MUST NOT reveal yourself.
