It would depend what time frame you were referring to within the revolutionary years. A sizable number of rebel ships where within the river systems. For the most part, the British controlled the high seas until the French finally aided.

The Hundred Years War - Have England/France broken up into separate provinces/houses to conquer.

Russia Civil War - Can really be one of many times, with Russia being so big and so divided it could make for a big map with lots of options.

I think the map could go off of old colonial territories, (french indochina, siam, etc) or just modern-day political borders. 

I think the best maps are the ones that mix a good amount of land with islands. Carribean is one of my favorites, and I like Mediterranean too. I think a "Southwest Asia" map would have a similar appreciation.

60-65 Territories, 13 or so Regions (Just from counting the actual political boundaries and trying to eliminate one territory regions. So it'd be pretty big.

Mountains and/or Rivers would probably have to be added to make some of the territories more defendable, since those are a lot of borders.

Just an idea, what do you guys think?

I have no idea how how to do maps past the crayon level but if someone wants to team up with the skills to make a map I can provide the details in regards the theoretical features of such a layout.
