I feel like it needs to either be full abbreviation R.O.I or fully spelled out. Halfsies doesn't cut it :D

As for the 60 suggestion, it feels better, except that the southern most capital has a very nice position in that region there. It feels a bit overpowered.
Still, the old positions had so much pathing problems, that I think it's better overall anyways.
