Hoodlum
i remember the last game i played, and it was down to voting for me and someone else. and the reason for lynching me was, "hood can't just come back after not playing for a while and just win. lynch hood" and that player was afk most of the game, wasn't following the game, u can understand how frustrating that could be lol. no logic, just reputation based.
i'd prefer to host

i did have an idea, about having burner accounts to solve this problem for mafia games. like have user names strictly for Mafia games, and they get used again, (admin) changes the password, for a new game..these account names could have play d12 game functions disabled. easily done. so..these names could get recycled for different mafia games and we could play anonymously. so, then u'd have to disguise your typing habits too so it doesnt give you away. another challenge in itself. the only thing wrong with that idea, is that me and ely (admins) still couldn't play, lol so that's why i hadn't proposed it, because the idea was mainly so i could have some fun again
have fun with the new mafia game. if i had time, i would host one
Yeah Hoodlum that scenario would really annoy me too, being voted out purely on reputation. Inactive players moving far through the game is also really triggering to me

Sometimes mafia can be intense and exhilarating, other times it can fall flat... if the game becomes unbalanced (often through random chance rather than poor game design).
If I were to host again, I would implement game mechanics that punish inactivity. But unfortunately, there isn't a way to solve the past reputations problem except through your very intricate method

Why would the admins not be able to play though? Surely one admin sets up all the accounts, and then dms the passwords to each participant's standard account? As long as the admins don't do a deep check on IP addresses they wouldn't know who was who, right? If feasible, a "hidden cup" style mafia would be very cool. Deliberately disguising writing styles would be a fun aspect.
Im happy to host whenever btw, but don't want to impose myself on the group

Playing is very fun too
