It is definitely programmable. Making apps is not that hard if you know what you're doing. However, it is not really necessary to have an app if you just make the site's design responsive. Something I think is a better option than an app, because for apps you usually have to pay developer's licenses.
From my personal opinion, risk doesn't really work well on smarthpones anyway and as from my personal experience the site already doesn't feel as robust as I would like it to be, I would probably prefer to make the desktop experience more smooth and robust before considering mobile devices.
