Ok I did this in about 5 minutes with GIMP so it's pretty dirty, and I just manipulated the flat image, not the psd layered file, so it's really just a mock up for your input.
I used this texture:
Pasted it centered over each territory, one at a time, then hid it. Then I magic selected the territory, on the background layer. Switched to the texture layer and cut and paste a new layer right over the territory. I used Hard light at 35% opacity. But you can play with blending options all you want. I had to increase contrast and darkness on a few just from how the colors interacted. I only did the left 4 most territories, you get the idea from that (green, blue, yellow, orange from left to right)
What do you think of that? It's a bit more topography like, and darker. Obviously it would look a lot cleaner if you did it with the layers and borders in front. They got a bit pixelated around the edges. And if it's too edgy, throw a 2 pixel Gaussian blur over it.
