Revising old post I found that Bishop told me that the map wasn't centered. I've moved everything 6 px left, so Istanbul is now slightly bigger.

I hope this gets revised soon...

Finally decided to put a 3 for Southern Bulgaria region... It can be attacked from 9 different territories of 5 different regions, and Sofia Oblast has the most adjacencies in the whole map (9, 7 to other regions).

What do you think?

The land looks smooth, there is nothing standing out. The colour of the blue region is too similar to the colour of the ocean. The whole land looks to be simple, there is nothing there to catch the eyes attention, its lack of texture makes it look like it is part of the ocean.
The ocean is blurry and also lacking texture. (Though I suggest you only add texture to one part of the map, preferably the land)

Overall the concept of the map is too simple, and kinda dull. Simplicity can be good and appreciated from time to time but unfortunately, not this time. 

Sorry for taking this long to answer but we have been forced to focus our attention on other things.

Changed land and sea textures.
Bosnia color lightened so it's easy to distinguish it from the sea.

Now it feels like there is too much texture and the whole map has almost a grunge-like feeling to it. The ocean looks better but with it being sharper and the land having that texture, it all feels too much. It also feels like some territories are glowing, even though the whole map is brighter.

Tuned down a bit some colors. It's pretty hard because the colors in the file are not the same than the jpg ones...

That's because your photoshop file is using the Adobe RGB (1998) color profile. I suggest turning off color management so that your jpeg will look that same as your psd.
