I think the problem you face is that the actual division of Turkey's regions is pretty small. There's only 7 of them and they don't really lend themselves to a risk map. So you kind of have to make it all up.
Your suggestions could work I think. Although you'd still have an abundance of somewhat hard to defend regions. Red and Green would still have 3 borders for 4 territories as well as blue. Which are okay, but they'd all be right next to each other, and I think you can do better. The new central region would have 4 borders for 5 territories.
Really as a deathmatch, whoever got the Istanbul/Mamara regions first would win most of the time. It's a super easy to defend region with probably high bonus and 3 borders.
Idk. I'd start again fresh, with the goal to first make good, semi-defensible regions. I'd limit your rivers too. There's nothing wrong with altering territory borders (somewhat) to make a region more playable. Like instead of having that central river along Samsun/Corum, extend Cankiri and Sinope borders to enclose Kastamonu. Or, since they're all the same geopolitical region, take out the river and make one region with Bolun, Cankiri, Corum, and Samsun as borders, remove the connection line at Sinope and have three internal territories. 7 territories, 4 borders is doable.
Just mix and match til things start looking better. Like turn Agri, Mus, Mardin, Van, and Hakkari into a region. 5 territories, 3 borders, semi-regionally accurate.
As it stands the only regions you have that play well are Kirklareli, Aydin, Bolun, and Diyarbakir.
