(at a start of turn, a player NEVER is able to turn in more than 1 set...)

If someone takes an elimination; therewith goes to have 2 or more sets in hand yet doesn't use them before running out of time and doesn't get eliminated themselves before their next turn- they'd have the option to turn in more than 1 set at start of turn. This is an edge case scenario and won't happen often.
