even/odd mafia game

i will likely change the phase start/stop time to something like 21:00:00 server time (2 pm cst usa i think) so that it's not 2 a.m. in the U.K. i know that puts it in the middle of the work day for those of us in the usa but last second moves should not be much of an issue in this game.

and modifications/clarifications/edits to the original forum post concerning guidelines for this game have been put in bold in post #1
