i can offer a number of suggestions though.

First, there are unclear connections. It's known as the 4 corners problem. can san juan attack independ.? can Sud-Est attack independ.? you should change the borders to make it obvious and to reduce connections so that regions are easier to defend. for example it would be better if san juan cannot attack independ. and Ouest cannot attack Pedernales.

Second, the lines need work. i can barely see them. also, try to make them go from territory circle to territory circle when possible. it would help to see them if they had a glow around them like on the great britain map. noxon can do this pretty easily using settings in adobe fireworks, but you can also create a similar effect by hand.

the text is too big and would look better with a black outline. this is easily done in photoshop. you can ask Fendi, noxon or glanru for help with the text.

the numbers on the mini map are too big.

the are two blue colors next to each other that are too similiar.

all that being said, the map is pretty far along already. you're becoming quite skilled. imagine what you could do with photoshop. you know you probably have access to photoshop at school. you could do the text layer in your off period or lunch in the computer lab.

I like the colour combination, however, I do have to agree with Thorpe and Vexer about the blues.
If you want, You can try making the blue region that gives you +5 a bit lighter or the one that gives
you +2 a bit darker, just to see if it helps.
Personally, I like the blue +1 region. Really well done!! =)

Just as a helpful note: It appears that you are applying one layer of texture to your maps. This works, but if you want to step up the quality, you have to learn to blend and weave the layers. Adding layers of texture is to one layer of texture as one layer of texture is to no texture. If you don't have the time to figure this out now, don't let my suggestion discourage you. You've already made a good deal of progress in a short time.

Now, the layering I did wasn't just as simple as selecting overlay and calling it good. I also spent a long time deciding if I should add a fourth layer or not, or to change any of the three layers. But, I hope this gives you an idea of what I mean so that you can decide if you want to try it or not.

First try not to put "like" colors side by side ...
On the first map ...try just to trade the green with the light blue and you'll see that will work, if you have to, lighten up the blue by 20%, also try that.
And the water color on Great Brit. does not look good with this map...to dark...try just to add texture layers to the water.
Sometimes you can change it so much that it no longer looks good.... the old saying...K.I.S.S.
