I tried my best but I could not fit the circles inside the territories in a proper way. You can try by yourself and see the results. Circles can't cover the territory names, not only, connections between territories need to be clear and also which name refers to which territory needs to be as clear as possible.
Yes, probably working with the text size and placement might solve the issue. It won't be much effort for me to relocate 30 circles on a 1024 px size image once the issue will be solved.

P.S. HD can be good or bad depending on which device you use, on my end it works just finely.

PS: the border beween Forst and Oder isnt too small in yoir opinion? i can widen it.
