I hadn't actually taken a hard look at this map until now. I think some people might be confused by the region bonuses legend.
The colors in the legend correspond to the color of the territory name labels in those regions. Traditionally it's the color of the territory and not the color of the label that is used. Also, the map doesn't even follow this strictly. The labels for Brisbane and the Darling Downs aren't the same color. Another example is Adelaide and Woodmera.

I would like to see this map use the traditional color scheme. The color in the regions list should match the color of that region. I also think that it would look better if the territory labels were not part of the color scheme and just used the best color for contrast so that they are more readable. Black, yellow and white look best on this map. You should stick to those.

And about colors, another issue I have is with the similarity of colors between Queensland and south Australia. It might look better if Queensland was more brown.

I also think that the map would look better if the green color used for Tasmania was more dominant. you could try switching the color with a bigger region.

It would also look better if the red, brown, and yellowish tan regions weren't so close together. and the two blues weren't next to each other too.

Here's a proposal:
Tasmania: Black
Victoria: Red
Sidney: the same - Cyan
Queensland - orange-tan
South Australia - green
Northern territory - blue
Western Australia - brown

I also wonder if the territory boundaries can be modified even more. I assume that the territories include parts of the ocean because initially it was faster and easier to draw lazy borders. Is there another reason that the territories include parts of the ocean? I think that this is fine for Tasmania but I would like to see the territory borders match the coastline for the others. This map would look a lot better if the borders were exactly like that map I showed you in that message I sent.

I haven't had a chance to think hard about the region bonuses, i will do that later.

I know that this post will be discouraging for you because it would be a lot of work but the map is just not ready as it stands.

At a very minimum the issue about the colors in the region bonus legend matching the territory label colors and not the territory colors themselves needs to be resolved.

I only reluctantly shaded the territories per a request, so when I did so I deliberately did it subtly. You see what I wanted when I set out to contribute something to this promising new website was a map with a rawness derived from a satellite image as well as from roughly drawn borders in keeping with an appropriate theme. For the record: The colours correspond to state/territory colours used for example by state sporting teams. SA is red; Queensland is maroon; NT is ochre; WA is black and gold, etc. If you're not Australian you won't get that, but that's why they were chosen. That is, they chose themselves; they are not arbitrary. If you asked everyone on this site they would each give a different list of colours and the state they would assign them to on the map. Why not use colours already associated with the states?

The reason for Brisbane and Grt Barrier Reef having a slightly lighter shades for labels is that the labels sit out in the blue ocean and stand out better like that. Similarly for SA labels. Victoria, whose state colour is navy blue, is the only state in the legend written out in white and it's the only state on the map with territory labels also written out in white. Confusing? Really?

I am sorry for discouraging you. The color changes were just a suggestion as I didn't know they were part of the theme. I was just suggesting what would be more aesthetic.
I don't care about the shading, it was just an idea.

I do, however, stick to my assertion that Victoria being white in the legend was confusing especially for people not familiar with Australian geography. It was a simple fix. Just make a box for the legend with a color that would contrast with the blue so that you could have Victoria be blue in the legend.

You've already done the hard part which is the territory divisions, region divisions and bonuses, and the territory names. 

If you are too discouraged to make any modifications to the legend then we can help with that aspect but please don't withdraw your map.

Wow, it's a very curious map! I like it! But there are too many danger signs :P

Well, if you want, upload the .psd file so we can see it and give it a try! Personally I would at least try to give it some extra form.
