I can propose a different placement with all cap's 4-5 steps apart, all having from 3 to 5 adjacencies. All internals but 2 of them are on borders (!!), however not critical borders imo, because they are two regions too hard to defend. Like this:

In my opinion it should be without article, we made an exception for 'The Philippines' because it's the official English name of that country, 'The Nine Kingdoms' is fine too because it's a fancy place, but the Roman Empire has no article attached to its name. For the United States map the graphic title is 'The United States', however the map name in the system is just 'United States'. I think that one is correct, and the Roman Empire should be treated the same way.
