A spread-sheet image of the troop division and neutrals

The most optimum territory quantities appear to be 72 & 120.

12 starting territories should be marked in red, it is something we want to avoid. 15 territories are a smaller problem but still not good. 18 or higher multiple of 3, I don't even mind about them.

Usually 1 or 2 territories more is still fine, while 1 or 2 less is usually very bad.
Exception: 63 is acceptable (good for 7 and 9), 64 is better (also good for 4 and 8), 65 and 66 are best (good for any number of players).

60, 61 and 62: Red alert!! Unfair setups with multiples of 3, and even if you avoid 4-5p games you still have many neutrals in 7-8-9p games
(in other words they are good only for 6 players).

The numbers suggested by aeronautic aren't good either, having similar problems to those of the number 60.
72 is acceptable, 75 is more problematic, 108 is the worst, 120 also not-so-good because it's 8x15... In that area 117 and 128 are the best numbers!
