Gotcha. The game I looked at was 9 and I think it was roughly 43% needed to win.

I guess I always thought it was at least 50% in any scenario.

So this ends up being:

2 players: 55%
3 players: 60%
4 players: 55%
5 players: 52.5%
6 players: 50%
7 players: 47.5%
8 players: 45%
9 players: 42.5%

The reason the percentage goes up for 3 players is because 2 players is special in how the territories are divided. A fake third neutral player is added, so less territories on the map are assigned to actual players, hence the change.
