The player's team mate can also kill him and get his cards.

As per topic: https://dominating12.com/forums/1/news-announcements/2505/help-for-the-colorblind-decaying-neutrals-resign-button - you are (semi-)correct. Troops would get halved each turn (not minus 3).

However, as per post https://dominating12.com/forums/1/news-announcements/2505/help-for-the-colorblind-decaying-neutrals-resign-button/post/54736#post-54736 - apparently, this decaying feature is no longer in effect.

Currently it'll go down to 3 right away. We'll fix this soon-ish, but we stumbled upon a reproduction for the crash-with-multiple-cards thing, so it'll wait a bit longer ;)
