After s/he resigned, s/he will still be "in the game" for two more turns (it will say his/her turn is skipped in the logs, twice, for resigning) - while s/he's still in the game, s/he can be eliminated to get his/her cards. After s/he gets kicked, the armies turn grey (neutral) and the cards are gone. For territories which have more than 3 armies on them, the troop amount gets reduced to 3s, for those which are already 1s, 2s and 3s - they stay unaltered.
So you now face the decision whether you wish to try and elimate this player before s/he's out of the game and you can't get the cards anymore (example of still taking cards after resign:
