You're right kicka, it happens a lot. They have a bad start then decide they are off to the beach or something. I usually don't mind because it's a win and I can just play another game being a prem member.
In a 1v1, if I instantly know it's over, I still cannot bring myself to click that resign button, that's mostly due to 'quitting' being the worst offence where I use to play online risk, but maybe they don't want to spend their tokens to resign. Missed turns I believe don't earn them tokens.

When I know it's over for myself in 1v1 games I just hit the neutral territories and make the game go faster.
For now I suppose you could just paste this in your room to known stallers
If you don't want to spend tokens on resigning, hit the neutrals to make the game go faster. You still EARN TOKENS for finishing a game WITHOUT MISSED TURNS, and it doesn't affect your attendance reputation score
