To leave the running game instantly

To be honest, i've been quite frustrated when people come in and don't play the game, instead they waste 10 minutes of everyone's time in live games. Why not allow them to leave the game instantly so that other people don't suffer. There should be heavy penalty to the points in order to discourage this practice.
