Here, the turn-in is currently worth 1440 troops, but still turn-ins don't help to change the situation very much, and the position hasn't changed much for many, many rounds. At one moment, all players had approx. 34,000 troops each.
In order to solve this situation, the 3 players agreed to spend 3% of their troops every turn, in order to decrease the total troops on the board to a much lower level, where turn-ins will start to make a difference. The problem is that this process is quite tedious and takes many turns, and is also liable to errors and mishaps (for instance, a player failing to spend his full share in his turn, or a player forgetting to get a card because of all the mathematics, etc.) In the game in question, the players have currently spent some 13 rounds and have still only managed to reduce their troops to around 21,000 each.

So to facilitate scenarios like these, it occurred to me that perhaps there could be a "Pest" or "Disaster" feature in the games. The idea is that if all players currently in a game agree to a Disaster, the board will be immediately modified and a high percentage of troops (e.g. 75%) will be equally (proportionally) eliminated for all players in a way that is evenly/proportionally distributed across all their territories. Perhaps the exact percentage can be agreed and set by the players, or perhaps it can be set automatically in a way that is based on the current turn-in level and the total number of troops on the board, so as to generate new troop levels that will maximize the chances for an eventful game. In this way, games that have stagnated with highly inflated troop counts can be quickly reduced to troop levels where decisive things can start happening.

yeah this is a suggestion which is something similar to a feature they had on playstation 1 risk. a mode where they had random natural disasters. (earthquakes/floods) i thought that was cool, and that would revive some of these type of stuck games. like!
