Went back ten pages, so if this has been suggested before I apologize. We have "Consecutive" and "Same Time" Turn orders. Would it be possible to have a "Snake" turn order(similar to snake draft turns) Sometimes in 9player games, if you are 9th, by time you get to your second turn, you're already down to 6 troops on two territories or something like that. Also would come in handy in 2p games. Just a thought!

(I don't think this has been proposed before - you mean a turn order that goes 1-2-3-3-2-1-1-2-3-3-2..., right?)

Do you have a lot of experience with this? Have you played it? Because it seems that this will actually increase the problem, not decrease it.
Because if you're the 9th player, yes, you can take two turns in a row, but you can't take turns then for another 16 turns. Which is a lot.

Also not sure if two turns in a row is ever fair.

How about 'Random' turn order instead? That should mix things up.
