Is there a way to put a limit on the level someone plays in a game? Say, no officers allowed in a game for enlisted players.

Yes there is a way.
Here is a list of the rank ratings
When creating a game, in the Advanced Option, there is a Rating Range Limits field. Just fill in the digits
