Viewing capital positions when starting games

On some maps the circles appear all over the place

However for some settings the capital position simply does not link up with the map, for example Solar System. They DO show up, but the algorithm that devides the map positions based on the map size doesn't work.
Or the map size is inputted wrong.

But they are definitely not placed over the territories that they are the capitals.
