Attendance score

Should we just start trying to keep track of how often someone misses a turn while holding 5 cards? Is this a report that could be run, or start to be run? I mean, life happens, it doesn't seem like it might be overly misused. If we start to see a pattern, then maybe someone can be "punished", etc.
