I have noticed that often, maybe 2 or 3 times a game.......i will not be able to see any troop amounts of attacking country.

I will just see a big giant 1 running through my armies with no idea how many the enemy is losing. It's especially annoying when i will see two opposing players on my border fighting, seeing someone's 20 troops dissapear seemingly killed by 1 of another's....

  Why does this happen?

I never seen that happen? Did you check the game log to see if he really was using that territory?
Do you have a screenshot of the game where it goes wrong???

i think know what badbug is talking about, i think it's when a player is playing fast in a fog games?, killing a path of 1's..if he the attacker isn't pausing that much between taking territories, all you see, is what he leaves behind. maybe it's my slow connection

Yeah it's that, but it's not just the path per se, it's also the first attack. Like i just start getting attacked by a 1......

So say he had 20 men on my border before his turn, when he places his troops all i see now is a one on my border before the attack starts.

It's just a refresh rate issue. Switch back and forth between the chat tab and the log tab to refresh faster when you see this. The increased updates should show you want you would expect to see instead of the 1's.
