  Second idea, what about having a reveal map option for fog of war games....each player gets one "diplomats" map reveal for one turn, revealing the entire map for that player only. Kind of like extend time to be used once.
 
 Some people would save it till the end no doubt, but it could be used wisely mid game or early game to figure out whose winning...plus other players wouldn't know if their secret plans were revealed or not. Just adds more spice.

The other option... it makes the game so much more complicated. I really think Risk is a great game just because the ruleset is quite simple. Adding something like this adds a whole layer of complexity and - in my opinion - almost makes it like a different game... a more full-fledged RTS. I therefore think diplomats might not be a very good idea, just because we want to keep the game simple.
