Glitch? - Moving Troops

Apologies if this is a repeat but I didn't find this in the forums.

After taking territories during round 7 of game 296583, the game would automatically moved 1 unit to the new territory and prompt me for how many more I would like to include. Working as expected, but when I selected "0" troops the site would return the error "you don't have that many troops to move". I had to select at least "1" which would put at least 2 troops on the new territory. 

I'm using Chrome. I refreshed the page and quit/started my browser but the behavior didn't change. 

I haven't moved in any other games to see if it's still happening.

Has anyone ever seen this before?
