4 player caps on Panama

Move San Miguel to Panama Oeste - now a border like the other 3 caps.
Keep the steps even moving:
Santa Fe to Santiago
Bocas Del Toro to Golfito

The_Bishop or naathim are probably the best guys to review that suggestion cbt, especially The_Bishop, he is red hot on Cap positions.

Have you seen the graphic improvements on that map yet?
