The territory dividers are 99% accurate to the actual county/district borders. The main reason for odd shapes is merging multiple counties.
The exception is Lancashire, which had to connect to Durham for game-play.
http://gwydir.demon.co.uk/jo/maps/uktowns.gifCumbria has Lancashire stealing its south border.
Powys has now incorporated Monmouthshire hence the funny shape, which was perfect for ridding us of the mountains (the old map had Monmouthshire in Glamorgan and under the mountains).
Oxford is this shape because it is 4 counties merged (Oxfordshire, Berkshire, Buckinghamshire & Northamptonshire).
Essex also has 4 counties merged.
The tiny Rutland has been stolen by 4 territories to eliminate 4 corners.
Connaught couldn't keep its real border to Leinster & Northern Island which would also include Leitrim
http://www.spirited-ireland.net/map/_counties/ireland_map22.gif because of game-play.
Donegal's southern border was moved away from the coast slightly for intuitiveness.
Most of the territories have at least 2 counties merged.
Nothing is false, apart from Lancashire's north border, if anyone can show me a way of reaching Durham without affecting another border, please do.
