Already been worked on. Although I don't know what happened to Thorpe or whether this map is still alive? Permissions, like Virtu said, are hard to get.

This map has already been rejected.

Middengeard (Middle Earth) is Thorpes suggested map which of course is a zoomed version of the Lord of the Ring map suggested here.

I believe this will be confirmed by the Head Cartographer, but this is not suitable to D12 style maps.
There is also the headache of copyright, it is in most cases far better to create the map yourself, fictional or geographic.
