To make it would be simple:

1. Figure out what each territory would be and what it would be connected to. You could just draw lines and dots on that map you have to show where the territories would be and how they would link.
2. Create a nice looking image.

When you have an image that looks pretty good then I just simply need to add it to our db of maps.
