I am not sure what you mean to say with this.
If you are suggesting that you should get a penalty when missing your turns and thus leaving the game, I think that is already done (you don't receive tokens and lose points) and soon there might be another penalty added to missing turns.

He is saying that once the player is convinced that he is going to lose, he stops taking his turns and makes the winner wait the 5 minutes.
We do have rules against this and we penalize them by limiting them to 3 games at a time instead of 5.
