Also, genghis, the inverse of what you're saying is true. The new players won't want to play if they are unable to rank up. It's hard enough as it is for them to beat more experienced players, so when they do they should get a bit more of a reward. After all, it is much harder.
Also, i'm not sure why you're relating playing fewer games to loosing fewer games. I don't think the top players "sit in their shell" because they don't want to loose a lot of games. Sure they risk points but they're much more skilled at the same time, so it balances out.
