What if we put a cap on the number of rounds that could be played. Then, after, say, 15 rounds, the winner is simply the person who has the most territories (with country bonuses).

We could also have round limited games but I think we should also take into account how many armies a player has at the end of the last round.

The round before you hit the round limit, a player who does not have the highest amount of armies anyways might take a region just because he wants revenge on someone for not letting him be the strongest player...

Yeah that's possible. But I have another idea. Cards increase like normal until say, 30 and then they get set according to how many armies are on the board. If players are just building up and not attacking then the card bonus would go up significantly enough to make it worthwhile to kill players again.
