Panama caps

In 4 person caps on panama all the caps are on borders is that bad? I have been told that it's better if they are within the borders and there are other places you can put the caps on that map.

Which is better? Capitals on borders or inside the borders? and also how far apart should 1vs1 caps be? As far apart as possible?

I would say with 1 vs 1 that as far away as possible is usually best.

caps inside borders are better when there are few regions, like on the world map. caps on borders is better for a map with many regions like the med. sea map.
