I imagine tweaking the algo to prevent a player from getting 3 in australia (for example) would be very hard...
but how about preventing the first player to attack on the first turn?

also, how many if these games end by resignation?

I have proposed that instead of assigning by territory, it is region then territory. So in the case of AU you would have 2 each. Of course it might not make a difference depending on what the reinforcements are.
