cards increasing or fixed

I was wondering what kind of game everyone typically likes, one in where the cards are fixed, or one where the cards increase? I personally like it when the cards are increasing, because when someone can get, at the least 11 more men than you in the very beginning, it can be quite crucial. Especially in 1vs.1. What do you think?

It depends on the game. For capital games, or games with more than 5 players I like increasing. For others like 1vs1, I think flatrate is better.

Game dependent. For some reason, I just prefer no cards for the Africa map. In capitols, I find it difficult to define a clear winner by anything other than random luck on card turn in when the cards are increasing.
