Why do quitters get tokens?

When a player gives up and lets time run out twice so he is booted from the game, he still receives tokens for a completed game. I know tokens are essentially worthless, but I don't like the idea that quitters receive anything at all.

Resign is different though... it ends game immediately rather than after two missed turns, therefore in theory said person should not miss a turn.
