There is a bonus for territories.
It calculates total territories divided by three.
So if a player has 12 territories, 12/3 = 4. He will add a total of 4 troops. (remainders dont count)
But every player still adds at least 3 troops every turn. So if a player has say 2 territories, that player will still add 3 troops.

max(3, floor(territories / 3)) + region bonuses

What this means is the following:
- Your base reinforcements are equal to the amount of territories you own divided by three, rounded down. So for example 12 territories gives you +4 and 17 territories gives you +5.
- If you have less than 9 territories, you still get +3.
- If you own all territories of a region at the start of your turn, you get bonuses for these as well. The bonuses for these region can usually be found in the minimap.
