yeah, that could be a problem. they don't have to fit entirely within the territories border though. they just need to not overlap and it needs to be obvious which territory each circle is for.

I think that this map will be just about impossible to finish with out the layers. The names are in the way!

Both of Pntbttr's last two posts are 95% of the reason I gave up on this map before ever considering working on it. Mainly that the circles don't fit.

it might need to be stripped down to an outline of the territories and then redone. i think it would be faster to do that then to start from scratch
